I'd say uninstall everything and start over.
All these steppes you've done should get it to work

nothing works. downloaded all halflife dont work... really dont know whats wrong!

everytime i join server. it keep download same files "policerader gun and a lot more, but it says error on console when i get in.

But that error is certainly a content problem. especially when you don't download things.
