Alright, my view sounds like this:
Right after i accidentally ran over Ivan i did not get the chanse to call for a paramedic since he instantly respawned and came to me. 17.1 Do not run people over on purpose (CDM), and always try to brake/avoid people on the roads. Call a paramedic (if available) when you've hit someone. Did not do it on purpose and was not able to call for a paramedic.

So the time between me hitting Ivan with the car and the punishment was a small amount of time in my view.
