You think I don't know this? I am an experienced player but the server is evolving and trust me if it weren't for certain people telling me to just go ahead and put this up I wouldn't cause I don't want to break the rules, but I think that this could be something worked in over time it doesn't have to be immediate but its good to get the communities input on what would make it work well with the game.

The van could be SS only?

Regular police may also fill the role of SWAT, they are able equip both the gas mask (given with the RP points of course) and the MP5.

I think I'd be role-playing as SWAT all the time if I had a bulletproof vehicle to go with it. Furthermore, it's not so much a matter of time as a matter of doing good roleplays when an administrator is around. Theoretically speaking, you don't even need to get to 100 hours to get 10 rp points.

Police officer with gas mask like I previously stated, can also fill the role should they actually have the gas mask and if the current Special Service is understaffed for a raid.

That's the point, only the people that can be relied upon to not mass CDM the server can use it. If you don't have the time to get a few points, you don't have the time to make a decent RP worth staying for.
