Make sure everything is downloaded, uninstall and re-download the necessary files if needs be, copy the files directly to the Gmod folder, run the game and play it for 10 or so mins, make sure the content is enabled in Gmod.
Those are my solutions to the problem, sometimes they work, sometimes they don't.
