well, I've been in hardware stores and didn't saw any pile of crowbars easely to access to public.

Yeah, Ace Hardware is a public store, therefore it is open to the public. Let's not forget Home Depot or the various independently owned stores out there. What you probably mean is that you don't see people walking around in the street holding crowbars in a threatening stance.
