Why does a person observing a rule break while roleplaying need noclip? The only thing I would be agreeing with this is the ability for trusted people to be able to turn around cars and get people unstuck.
This is not something you should be able to apply for either, this should be decided by the current active administrators. It is the active admins that know what players are trustworthy and do not break the rules.
