The steam ID seems to be broken. Can you post a fixed one?
Since usually the first numbers of the ID are the issue.
Instead of "STEAM_1:1" it might be "STEAM_0:1" or vice versa. 

Check the Steam ID page if needed, since if the Steam ID is broken, the PR cannot be approved.
