In reality, a spike strip needs to be removed from it's casing, untied and then shot across the road to expand. If a trained traffic officer was to deploy one in real life I would say it takes about 10 - 15 seconds.
Linking back to roleplay, I feel like making a rule to stop people just won't be enough. Instead, adding a 5 second max timer would not only improve roleplay and police chases, but prevent the misuse shown in your video.
