New Corleone Spawn?

So in the recent update the corleone spawn was changed and the house they used to spawn in was made buyable. But recently when i was basing there as a corleone 2 admins told me i still couldnt base there because it was against the rules " basing in respective spawn " But corleones can still base in the other villa, which is basically just as close to the spawn as the other house.

is this so? then why change it in the first place?
