Garry's Mod From An External Hardrive

OK, I have had Garry's Mod before on a laptop of mine before, after it had broke, I could salvage the hard drive, I bought a device which allows a hard drive to act as if it was an external Hard Drive(I'm not sure what it is, at the moment.).
I got a new PC and have played other games while not on fearless. I have the files on my external Hard drive and yes I do own it on steam, but my PC's Hard Drive only has 6 Gigabytes left on it, whereas my old hard drive (external,) has around 80 left. How can I get Steam to play the game that is installed on my external Hard Drive?

TL:DR: How can I get my Steam (on my PC) to play Garry's Mod that is installed on my external Hard Drive?

I would like some help, please.

(PS: My PC doesn't have Garry's Mod installed on it..)

I think that you just have to have Steam installed on your external HDD and download the game and run it from there.
That's what I did when I needed to do it before for some software, not sure if it'll read the CS:S / HL2 content if that's installed on your PC.

I opened the Steam on the Ext. HDD and it opened the one one my Int. HDD.
