Farms tunnel, literally couldn't get out without breaking your vehicle. This affected others like delivery drivers and citizens, although that could be seen as an IC police issue, there still isn't a counter to the spike strip.

Maybe just allow people to pick them up, but when they do they get a massive walking speed reduction. As this will be hard to remove IRL as well.

Have you ever seen a spike strip in real life? I could go over and give one a yank and pull it off the road if I wanted to. It shouldn't be expensive or a one time use, spike strips are unlimited and free for cops. They already get free kevlar and guns...
