Try uninstall everything, clear game cache, then install the FLRP mods again, should work.

We have followed the steps closely, and it hasn't worked.
He is now re-installing his Garry's Mod to see if that fixes the issue.

Trixe re-installed Garry's Mod and thus fixed the issue.
