I think these polls are very misleading. They ask 2,000 random people which cities they thought were the kindest, yet these people probably only visited a handful themselves, so they cannot compare. Liverpool is a popular tourist location for British people, hence why it makes sense people would vote for it since the majority of those asked would have been to Liverpool at some point in their lives but only a select few would have also gone to the other major cities in the UK.
