You're missing content. Did you download all of it?
Reinstall won't help.

The textures on the buildings, and the nexus are working, so you have hl2.
Do you have the content pack?

everytime i join server. it keep download same files "policerader gun and a lot more, but it says error on console when i get in.

But that error is certainly a content problem. especially when you don't download things.
