Thats crazy, just for police skins,,, nothing els to do? i played here 1 -2 year ago without and everything worked fine.

I asked you before if you had mounted it.
In Gmod start menu, button right corner there is a controller, press it and make sure hl2 is checked

X means you do not own the games.
You have probably installed the addons incorrect. You should be able to check those boxes

downloaded them and extract them into addons in gmod folder.
