I have noticed that once you leave city, you get "infected" with the sound and hear it in the city. Again, stopsound doesn't fix it, even when used inside the city.
Fair enough. Works for me when my ambient sounds get stuck.

I had this problem couple days back. I made a workshop addon that replaces the sounds so you can't here them. I'll leave the link it might work for some.

I have the same problem but with a different sound file playing. Mine sounds like the city17 rebellion ambience, striders and half life 2 machine guns n stuff. Hopefully the addon Joe posted works

I didn't download the sound fix , it messes up my game for some reason , But uninstall that sound fix remove all that wierd sound in Industrial,I think this will help

I could easily investigate for you the issues and try to help instead of creating a new Workshop file.
My file has been created in August 2017.
If you experiences a similar issues next time, it would be easier to contact me via PM or Steam.
