Frame rating Hack / Lagging Frame / Gun Invisble - Help ASAP

So I bought a new computer, and I installed everything I had on my previous computer. And now when I play Gmod on FL's server the god damn hacks/laggs. It's not like lagg spikes, it's some kind of framing shit.

Why is it like this? Can someone please tell me the answer on how I can solve it?

Here's the video. Notice the laggs when I get in to my car.






Also have this thing that makes the gun on other people invisible, why?

what car is it? If the inside is high detail it might cause lower end computers to lag.
