Half Life 2 - Episode 2, it is a game. You need to own it as few props from it are used on v2p.

It's not a bug, your missing Content
You NEED Half-Life 2 Episode 1 and 2 to see some props on the v2p map, and some props also require CS:S but it's not neccisary. (You can buy Half-Life 2 Episode 1 and 2 on Steam) To download the content visit the FL Content download page That page will run you through instructions on how to install it, it's not difficult and should only take a few minutes to install once downloaded!
