Also when I try to join the FL:RP servers it says that I time out after 15 mins.

You're looking in the wrong folder, C:\Program Files \Steam\SteamApps\Steam Name

Look in that and tell me if that fixes it for you c;

(C:\Program Files\Steam\steamapps\username\garrysmod\garrysmod\addons)

This is where you place the content pack, you don't go to the common folder.

I suggest you to take a look at this one if you own CSS & HL2 : EP[1-2].

If you don't own CSS & HL2 : EP[1-2].
Put your content into : Program Files/Steam/SteamApps/fluffymolez/garrysmod/garrysmod/addons
(Create a folder for each game : CSS ; HL2:EP1 ; HL2:EP2)

If you lost your contents, just check this thread to re-download new ones :
