Extra features:
Added a /stolen command: Report your car as stolen/found (same command for both, it detects whenether it was stolen already and sets the appropiate boolean). /stolen command works through license plate only.
Only owner of the vehicle can use /stolen on it to avoid players stealing cars and reporting it as found.

[/spoiler]For both notifications I was rather unsure about the sentence to inform the player about the action. Feel free to change of course.Modified /warrant command: Warranting a player for an arrest warrant will display a message on the warranted player's car (if any spawned). Obviously this action is undone using the normal way (/unwarrant).

General notes:
- Players cannot have the same licenseplate
- Plates will change each season (added a function to check os.date and change the plate's material according to the month)
- License plate can only be changed every 30 minutes.
- License plate is currently set at 5K (can be changed). Now I think it should be expensive indeed as custom license plates are mostly for the more wealthy inreal. In some countries its really expensive.
- When player has no custom license plate set, a random one will be assigned on vehicle spawn.
