Title of Bug: comments privacy settings still does not exist

Description: 
hello i saw that my bug report was concluded however the option to change comment privacy settings is still not there

Evidence: 
https://fearlessrp.net/usercp.php?action=options --> as you can see on this page that there is no option to change comment settings
