Title of Bug: Yacht Spawning & Seats

Description: 
The yacht spawns inside the pier 80% of the time that it's spawned + only has 2 enter-able seats due to vcmod compared to about 6 prior.

Well clearly isn't going to spawn into the pier now as we don't use the map but I will look into the seats!

Can't do much about the seats as we rely on VCmod, the spawning is fixed.
