Title of Bug: Revoking Passes still notifies everyone.

Description: Despite James allegedly fixing this, although not having a pass, a message is still sent out to everyone, regardless if they have a pass or not.

I don't think it's sending it to everyone, just once in a while it will send it to the wrong person.

It's a bit of a weird bug to look into.
