Summary: He posted a player report on the individual as you can see here :

Yet in the video he breaks fear rp, refusing to pay the 500 one of them requested.
He should be acting afraid and in fear of his life, even if it is a rule break that they are committing he can not ignore fear rp.
This is very simple, if you want to report people make sure you follow the rules yourself.
He broke this rule: 3.6 Actions taken by a player must reflect the consequences of death, imprisonment and loss of liberty realistically.
By refusing he risked dying and thus he broke the rules.
3.5 You must follow FearRP by acting afraid of threatening situations that affect your own or accomplices' lives. To initiate FearRP have a weapon out and give out orders (text or voice).

To conclude:
I believe the accused knew he was breaking the rules and felt so confident he would be let off by the admins that he decided to be confident and post a video which clearly showed him refusing to pay whilst under fear rp.
