A bit of an odd move by the studio behind it.
We need something new... fresh... so lets make the same game in a different time zone and setting.
I wouldn't be surprised if sales dwindle, given the plethora of extra content and mechanic robustness that Payday 2 eventually harnessed, there will be no reason to take the risk for a slightly different experience.
