Police Undercover Improvements

Description: 
Changes to how police officers can go undercover and the abilities they have.

How it works:
Undercover slots is the max number of undercover slots in the police force (it's dynamic to how many police there are)
If number of police is less than 3, undercover slots = 0
If number of police is less than 5, undercover slots = 1
If number of police is more than 4, undercover slots = 2

As Police Officer
/undercover - Sends a request to the police sergeant "Thomas O'Connor has requested to go undercover." 
if there are already the max number of undercover police, it will say "The maximum number of undercover officers has been reached."

To accept as Sergeant
/undercover <name> <accept/decline>
or notification interface with tick and cross (like warrants)

To revoke undercover access from an officer
/undercover <name> revoke <reason>
Must have a valid reason to revoke undercover access.
Officer must be within a certain radius of the police sergeant (to stop people getting revealed while out in the field).

Police not undercover
- Cannot have an unmarked skin on their cop car
- Cannot spawn any non-government vehicles
- Cannot equip any non-government items of clothing

Police undercover
- Can have an unmarked skin on their cop car
- Can spawn non-government vehicles
- Can equip any non-government items of clothing
- Job color gets set to green (citizen)
- Job title gets set to Undercover Police Officer (can still be manually changed after)

Why:
It solves the following issues:
- There being too many Undercover Officers
- People going Undercover without permission from the Police Sergeant
- Admins having to do various things such as customising vehicles to be undercover, setting job colours, etc. Wastes our time tbh.

+support - However current undercover police cars should be restricted to undercover police and they should not be able to use normal cop cars.

Your "How it Works" section is quite similar to how I do it when I'm the Sergeant.

It wouldn't be hard to code photon for the vehicles either so you could have proper lights for them undercover style. 
If I can do it, I'm sure someone here can.
