You might have noticed an issue with F3 menu recently. Development fixed it but, to be on safe side we recommend you to unsubscribe to original property content ( HERE).

It brought up a list of the properties you can buy on the map, the number plate menu comes up when you press F3 on your car.

The workshop page has been removed, so just delete mod file in \Steam\steamapps\common\GarrysMod\garrysmod\addons ?
If so, what is the addon file name?

Just looked at my addons and I'm guessing that it's called: fearlesrp_-_property_system_868646981.gma
(since the numbers match the URL posted in the OP)
