Title of Suggestion: Edit/Change Rule 8.7b
Description:

8.7a Do not use ropes as a way to disarm somebody. It is not realistic and counts as FailRP doing so.

Exception: You may use ropes if you work for the goverment with a custom job that would fit the situation, i.e. President's Bodyguard.
In one of the recent updates, zipties were added to the market, and I think that this rule should be edited to use those instead of using a rope.
Why: Seems unrealistic that a bodyguard of the president, would tie someone up with a rope, I think that the zipties are better fit for this. Security Guards already spawn with zipties, and I kind of feel like this rule is a little bit outdated.
Zipties should atleast be added into this rule.

Is As I am pointing out, citizens are able to get the zipties now, since they've been added to the market.
