Paramedics came and helped him up, and as I was about to do a full medical examination on him after he had crashed he started to run away breaking FearRP and proceeding to pull out a gun on me.
I don't know how this player has got 5 roleplay points roleplaying like this, and how he has not been banned yet.

I think that you will find that I didn't break fearRP, you didn't have any weapons/taser pointed at me before i pulled my gun out and you didn't say anything. FearRP would apply in this instance if you had a weapon/tazer pointed at me had said 'don't move' or something like that. Saying sir doesn't induce fearRP. You were under police intimidation, there were two officers there just waiting for you to be healed to detain you, then you, after crashing your vehicle and being ran over by the firetruck, just run away and pull out a gun on us while we already have a taser out, I was going to roleplay it not arrest you straight away like the other officer wanted to, but you ran away right after being healed...
