Hence why I stated unless it was the two same vehicles.

Of course I do not know the ins and outs of everything but I was pointing something out however did clearly state at the end it wouldn't be the case if they were identical.

I indeed the reason is kinda vague, He was told of the first time to not spawn 2x of the same car, he then was found guilty of doing the same thing again, therefor the blacklist.
