Shanking a guy in the middle of the city when cops are obviously nearby.

That is not a middle of city, it's behind the buildings and its rarely when cops get out of nexus garage because they are patrolling!!??? and that guy kept mass RDMing then holstered his stuff.. he tried to RDM me so i took out a knife

You claim he's been RDM'ing people and he attempted at RDM'ing you?

Quoting general rule 1.9:

''If you see someone breaking the rules, try to warn them or contact an admin. Do not take the situation into your own hands (by for example arresting a player), as that counts as Backseat Administrating, and is bannable.''

I'm willing to let that one slide this one time and leave it with a warning.
Regardless however the failRP ban you've received is still valid as it was done in the centerpoint of the city and this is not acceptable as you want to keep a low profile.
