Not sure how exactly it could be created? Plus I still feel it would be too complicated to implement without it being abused or not working well.

What if the when the vehicle is submerged or disabled by water, unlocking the vehicle and getting into it would just put it back into your inventory?

I like this idea as well, but I just know people are going to start abusing it to get their car back to their inventory.
