Title of Bug: Spawning cars inside nexus

Description:
As above, you cannot spawn cars around the city at positions outside the road. Although this is diffrent for the center area of the nexus lobby, where you can spawn cars... This is really annoying to see and to have happen to you.

The only reason you can't spawn the car outside of nexus near the fountain bit because the car is to big to spawn there but in nexus its an open lobby where cars can spawn because there is a lot of space.
