New moderator promotion

WinterOak has been promoted to moderator tonight. With his long term experience on CityRP and his proven roleplay abilities, I think he will do a good job as moderator on the server. He has over 1300 hours and has 16 RP points. While the stats doesn't guarantee a promotion, it's a good indication.
