Yes, I'm getting this issue as well. According to Raptor/Veyron he says thats the way it is. However, famas being one of the costy firearms I believe it is unfair to those whom purchased it as it is broken and ineffective as a weapon in first person.

I remember before the bug of reloading animation you could use the sights, I think the Famas is bugged because of the current animation of the guns. Perhaps is there any issues with the Famas's animation?
