The time doesn't go down, it has said 5 hours for the props for like 4 days now and the '4 days and 20 hours' it has said that for over a week.

You need to play 116 hours IN GAME to get that blacklist off, blacklists are only counted when you are IN GAME

In your case, you need to hit 126 hours in game for all blacklists to get off.

It's because a 5 hour blacklist wouldnt mean anything, you could sleep then it'll be gone, where's the punishment in that? Pretty good system we have if you ask me.
