I recently acquired a new PC, and have to download all the content packs/maps again, however, I have encountered a problem. On Soul's 'Everything you need to play on the servers' thread, I have downloaded the content packs and maps, BUT, when I try following his instructions, in Program Files and Program Files (x86) there is no 'Steam' folder. Does anyone know why?

Do you have multiple hard drives? If so, you may have installed Steam onto one of the other ones.

Go to your Steam libary -> right click on "Garry's Mod" -> "Local files" tab -> "Browse local files..." and a window will open of the Garry's Mod folder.
