Handsome Jack was on one of his daily fishing trips, when he came across a few citizens fishing, he soon noticed the lack of fishing skills the citizens of Evo City had, this gave him an eureka moment, he started a fishing school with two members of Particle Incorporated, Qerhem Cremin and Frank Goliath became teachers for the fishing school, Jacob Kapol became a janitor and started work cleaning the toilets.
