I want to start taking dupe requests from people on the server. I would ask a series of questions about design, RP purpose, desired features, and location on which map, then I would spend time building it, show them the finished product, and if they like it, sell to them. If not I would make changes until they're satisfied.

My real question is where on the forums could I post something like this? The marketplace is only for selling in-game items like cars, and this isn't a story about roleplays. Some direction of what would be appropriate would be nice.

The Marketplace could do as well as you are technically trading in-game things, various dupes for in-game money.
