Steam wont boot

Well I was in the Steam Beta program testing things for Steam after the Family settings and just after the update today I have been unable to launch steam at all. Clicking the shortcut and the exe fails to do anything apart from open the steam process but nothing with it.

I do not want to uninstall steam since I will lose all my game data and it will take forever to reinstall.
Any ideas?

Backup steamapps folder and reinstall?

Estimated time for that is 6 hours apparently. I was told deleting steam.dll would help but I cannot since I cant stop steam from running a process, Meaning I cant delete files it is using.

I have it too sometimes, when I click the steam shortcut. What I do is kill the Steam.exe in task manager and it runs again.

Problem is I cannot kill steam.exe in task manager. I try to and it does nothing

UPDATE:
Did a system restore and fixed it but now Norton is broken ;(

How? Is it the firewall (if you have set the sentons to that) or everything?

The anti virus on Norton just will not turn on
