No official number for that, also only having +supports doesn't mean it will be accepted. The administration still has to approve the idea.

The +/-support are there for the administration team to see if the suggestion is really wanted. Whether it can be implemented is up to the administration and the developers. I guess there are requirements for the suggestions, such as keeping it realistic. So no, there are no limit. But the more you +/-supports you have, the more likely is it to be implemented/approved.
