Like i said in the first post I have already done that with both GMOD and steam itself.

C:\Program Files (x86)\Steam\steamapps\common\GarrysMod\garrysmod\bin
replace it with all files that iupload it to you and give it try

Ill upload my .dll tomorrow for you, but try deleting it and running the game.
