Alright, so I only got about 20 workshop addons, and I just reinstalled GMod.

But every 5-30 seconds of being on ANY server, I get MASS lag spikes. Like, when it says "Connection problem; Auto disconnect in 40.00 seconds" thats the lag I get, can anyone fix?

Maybe your PC can't run GMOD?
Try adjusting the visual settings....

Seems like a network time-out. Is your brother or anyone on your network uploading, downloading or streaming videos? If so, that would be the cause. Also the downloading of the workshop items can lag you since it's downloading on your network.
