I suggest you take a look at the rules for report and what is/isn't abuse.

You were suspended from the servers due to breaking FearRP and RDMing another player. Due to your large history of suspension, I found it necessary to suspend you for a large duration. 12 prior suspensions is a lot of suspensions and as stated in various threads, FL operates in a "ladder" system, which means the more bans you have the longer the next ban will be. Since you have had so many chances to show acceptable behaviour, a ten month suspension was just and not abuse of my administrative powers.
