Summary: He was repeatedly breaking the rules on a server. When I first joined the server and played as President, everyone kept telling me he was abusing as a cop, so I had to demote him twice. Then he became an axe abusing fireman. Later when I went as a civilian, I believe he returned to cop and continued abusing in city. He was also leaving props over the roads, as my screenshots show. Later I was driving up and saw him propkilling several people, so I shot him to stop it.
