Title of suggestion: Make it impossible to /radio, /pm, /request ect. While hostaged.

Why: It is so easy to just radio in you're hostaged and then you'll saved. IRL, while ties, people wouldnt be able to text someone they're hostaged, would they? it would make it harder to failRP, and more RP'ed hostage situations.

Description: When you attempt to /radio in while tied up you'll get the 'Cannot do this' or whatever. Also the same for advert, /pm and everything.

this is a bug, this has just been fixed
its better to untie the person to get them to use rather than expect them not to use
