Like Killjoy wrote in his guide, they are here to deal with dangerous situations. They're like a tactical response unit.

I think it's indeed kind of not logic that they wear suits. But what if they change their job to Secret Service and RP'ing to be the president's security. For example if he's having a speech? Then you'll just see SWAT people standing next to the stage, as they can't wear a nice suit.
