Sometimes when i just play in peace, the server freezes. I cant move, interact with anything and the "Connection lost" banner comes up in the right corner. The connection wont come back and i have lost over 10K worth stuff and cash. It may be my connection, as sometimes when theres alot of props, my ping is over 100 and then i disconnect. Is the problem in the host or me? Sometimes people say the server restarted.

If there are 30 people on the server and they all paste huge adv-dupe bases, then yes, you will lag out. Restarts don't occur as often as people say they do. There have also been some suspicions regarding the hosts connection and we are looking into it.

Than you have to join another server and wait for "Parsing game info" or something. Disconnect and join CityRP again. One of the bugs from Garry's Mod.
