car-horn isnt working :/

ok, the thing is that the car horn is not working for me on my own car or anyone elses car. Ive heard that it is this way for some others too and ive been told from an untrustable source that no one knows why it is this way which makes it un-fixeable, but i cant know that for sure.
Is there anyone who actually knows why it is that way and/or anyone who knows how to fix it?
I drive alot, and i always (mostly) stop for people or cars standing or running in the road. This is when i so much need the damn horn >.< and it totally freaks me out when i cant use it.

I have the same problem I can't use it too, there is probably a setting that we need to fix in console.
