Make a timer of 10 seconds, instead of next spawn

Description:
In the playermodel selector, instead of it having 3 minutes or being too far, change it to a timer of 10 seconds before you can change.

Because it is annoying when you can't change model or gender and you have to wait until next spawn.

I'd say even make it so you can change your model when-ever.

And it makes sense. You can randomly change to a dress or suit etc. So you should be able to do this!

You should only be allowed to change it at the spawnpoint or in the area thereof because otherwise, people will just change the colour of their skin to get away from police and so on.
